System.Net.Sockets.SocketException: No connection could be made because the target machine actively refused it 

Solution:

Step1: Open control panel

Step 2: Open security center

Step 3: open Windows Firewall

Step 4: Choose Exception Tab

Step 5: Click on Add Port

Step 6: In Name text field write any name as you like.

Step 7: In port text field write down your port number which it is refusing (like: 8989 )

Step 8:  Press ok button. Press ok button.

I don't see an Exception tab (Windows 7). Am I missing something? Also, how do I find what port number is being refused?

Oh, the port is after the colon. Now, if I can just find that non-ubiquitous Exception tab...
